The Chief of Army Staff, Major General Attahiru Ibrahim has appeared before the House of Representatives ad hoc committee investigating arms procurement on Monday.
The appearance caused a commotion between the Army Chief and the Committee members, as the COAS refused to apologize for his inability to honour the prior invitations.
It could be recalled that on the 22nd of March and 7th of April respectively, the Committee has summoned the Central Bank Governor, Godwin Emefiele, and the COAS.
During his appearance on Monday, the COAS said due to different engagements over internal security in the country, he was unable to make it to the previous summons.
He also refused to speak on the report he submitted to the committee.
“An explanation is as good as an apology. Even a blind man knows that there are internal security challenges in the country. The same way you work for the people, that is the same way I work for the people. I have a command under me and they are also Nigerians.
He said the executive summary of the report should suffice. This got some of the Committee members angry, who argued he should speak under oath.
A member of the Committee, Bede Eke, asked the “COAS to speak on the road, to be sure that it emanated from the office of the COAS.”
